Code enforcement fines in California vary significantly by jurisdiction, but they share one thing in common: they escalate quickly when ignored. Here’s what to expect and how to minimize the financial impact.
First violation: $100–$500 per day in most jurisdictions. Some cities start lower; others start at $500.
Second violation / continued non-compliance: $500–$1,000+ per day. Many jurisdictions double fines for properties with prior violations.
Maximum fines: Some jurisdictions cap daily fines at $1,000, while others have no cap for ongoing willful violations.
The daily fines are only part of the picture. Unpaid fines become property liens, which affect your ability to sell or refinance. In severe cases, the city can perform abatement (fix the violation itself) and bill you — often at 2–3x what it would have cost you to do it yourself.
Engage early and show good faith. File permit applications promptly. Request compliance extensions. Attend administrative hearings — many hearing officers have discretion to reduce or waive fines for property owners who demonstrate genuine effort to comply.
