Neighbor complaints are one of the most common triggers for code enforcement investigations. If someone has reported unpermitted work on your property, here’s what typically happens next and how to handle it.
After receiving a complaint, the building department will typically schedule an exterior inspection (they can observe from public property without your permission), compare the current state of your property to permit records, and send you a notice of violation if they find discrepancies.
In most California jurisdictions, code enforcement complaints are confidential. You generally cannot find out who filed the complaint. This is by design — it encourages reporting of genuine safety concerns without fear of retaliation.
Cooperate with the investigation. Be honest about what work was done. Don’t volunteer information about work that wasn’t mentioned in the complaint, but don’t lie or obstruct. Start the permitting process promptly. And resist the urge to confront your neighbor — the focus should be on resolving the violation, not on who reported it.
