California Health and Safety Code §§17950–17959 establishes the framework for building standards and enforcement. Local jurisdictions adopt the California Building Code and may add local amendments. Permits are required for most construction, renovation, and structural modifications.
Generally: new construction, room additions, structural modifications, electrical work (new circuits, panel upgrades), plumbing work (new fixtures, re-piping), HVAC installation, roofing replacement, window and door replacements that alter openings, ADU construction, and garage conversions.
Local building departments can investigate complaints, conduct inspections, issue violation notices, impose fines, issue stop-work orders, and in some cases order demolition. Enforcement generally follows a notice → compliance period → fines → lien → abatement progression.
Health and Safety Code §17995: Authorizes local agencies to issue citations for building code violations.
Business and Professions Code §7031: Bars unlicensed contractors from collecting compensation; allows property owners to recover all money paid.
Civil Code §1102: Requires sellers to disclose material facts including unpermitted work.
Government Code §36900: Authorizes cities to impose administrative penalties for code violations.
